Local Service Ads Implementation Guide

Google Local Service Ads:
Pay Per Lead at the Top of Google

Local Service Ads appear above paid Search Ads and above organic results — the highest placement on Google. And unlike regular ads, you pay only when a customer contacts you, not when they click. For eligible businesses, LSAs are often the most efficient paid channel available.

This guide covers everything about LSAs — eligibility, setup, optimization, dispute management, and how to get the lowest cost per lead for your specific category.

LSA vs. Regular Google Ads

Why LSAs Are Structurally Advantaged for Service Businesses

Local Service Ads and regular Google Search Ads serve the same market but operate differently. Understanding the difference helps you decide which to prioritize.

The recommendation: run both if you're eligible

LSAs and Search Ads don't compete — they cover different positions and serve slightly different search behaviors. A service business with both active typically sees 20–40% lower overall cost per lead than one running Search Ads alone, because LSAs capture a portion of leads at lower cost. Start with LSAs if you're eligible. Layer in Search Ads for keywords LSAs don't cover well (specific service types, location modifiers, competitor terms).

Step-by-Step Setup

How to Set Up Google Local Service Ads

Setup involves verification, profile configuration, and budget setting. The verification process takes 1–4 weeks depending on your category. Start it early.

1

Check eligibility and create your LSA account

Go to ads.google.com/local-services-ads. Select your business category and location. Google will confirm eligibility. Create an account — it's separate from your regular Google Ads account but linked to the same Google account.

Time required

30 minutes

Documents needed

None required at this stage

2

Complete Google's verification process

For Google Guaranteed: submit to background check (for you and any employees), provide license numbers for your state, upload proof of liability insurance. Google partners with third-party verification services. The process typically takes 1–4 weeks.

Time required

1–4 weeks

Documents needed

Business license, liability insurance certificate, employee background check consent

3

Build your LSA profile

Complete every profile field: business name, hours, service areas (list specific cities), services offered (granular — 'AC Repair' not just 'HVAC'), business description, and photos. The more complete your profile, the more relevant searches it appears for.

Time required

1–2 hours

Documents needed

Business photos, service list, description draft

4

Set weekly budget and service areas

LSA budgets are set weekly, not monthly. Google recommends a minimum weekly budget — typically $80–$150/week for home services. Set service areas to specific cities. Budget is consumed per lead received, not per ad shown.

Time required

30 minutes

Documents needed

Budget decision based on your target lead volume

5

Optimize profile for reviews (most important ranking factor)

LSA ranking is primarily determined by review count and rating. Your Google Business Profile reviews carry over to LSAs. Before going live, aim for at least 15–20 reviews. Build a systematic review ask process before and during LSA operation.

Time required

Ongoing

Documents needed

Review request text templates (see GBP section)

6

Set up lead response workflow

LSA leads arrive via the Google Local Services app and email notification. Speed matters — Google tracks your response rate and response time, both of which affect your ranking. Set up immediate notifications. Have a call script ready for your first response.

Time required

1 hour

Documents needed

Install Google Local Services app on your phone

Optimization

How to Lower Cost Per Lead and Improve LSA Ranking

Unlike regular Google Ads, LSA optimization is simpler but the levers are different. The primary ranking signal is reviews. The primary cost-reduction mechanism is disputing invalid leads.

Ranking factors (most to least important)

Review score and volume

Very High

Average star rating and total review count are the #1 ranking signal in LSAs. A business with 4.9 stars and 50 reviews will consistently outrank a business with 4.2 stars and 10 reviews, even with a higher budget.

Response rate and speed

High

Google tracks how quickly and consistently you respond to leads. Businesses with fast response rates rank higher. Respond to every lead within 1 hour during business hours.

Business location proximity

High

How close your business is to the searcher. You can't change this, but listing specific service areas accurately ensures you appear for the right searches.

Profile completeness

Medium

A fully completed profile with all services listed is eligible for more search queries than an incomplete one.

Budget availability

Medium

If your weekly budget is exhausted, your ads stop showing. Budget must be sufficient to remain competitive for your target lead volume.

Lead dispute management — recover spend on invalid leads

Google allows you to dispute leads that are invalid — meaning they don't match your services, are spam, or are accidental calls. Successfully disputed leads are credited back to your account. For most businesses, 10–20% of LSA leads can be legitimately disputed.

Geographic mismatch

Qualifies when: Caller is outside your stated service area

Report as 'job location outside service area'

Service mismatch

Qualifies when: Request is for a service you don't offer

Report as 'job type I don't offer'

Spam / accidental call

Qualifies when: Robocall, misdial, or obvious spam

Report as 'call was spam or robocall'

Duplicate lead

Qualifies when: Same person calling twice for same job

Report as 'duplicate lead'

Dispute window

You have 30 days from the lead date to file a dispute. Review leads weekly and dispute promptly — don't wait until month end.

Common Mistakes

Why LSA Campaigns Underperform

Starting LSAs with too few reviews

Reviews are the primary ranking signal. Starting with 5 reviews while competitors have 50+ means poor placement and high cost per lead. Build to 20+ before activating.

Service areas set too broadly

Listing all of Ventura County rather than specific cities reduces match quality. Be specific about where you actually serve.

Slow lead response time

Google tracks response rates and penalizes businesses that are slow to respond. Every unanswered lead hurts both your ranking and your ad credit.

Not disputing invalid leads

A business receiving 30 leads per month with 20% invalid leads and no disputes is losing $400–$600/month in spend that should be credited back.

Setting budget too low

If your weekly budget is exhausted early in the week, your ads stop showing during peak search times. Adequate budget maintains consistent presence.

Not listing all services

LSAs only appear for services listed in your profile. If you offer 'water heater repair' but haven't listed it, you won't appear for that search.
